"What finally did it for me was to go to Steam > Settings > Downloads and make sure the box for Limit auto-updating schedule was UNCHECKED. I found that one in the comments of the reddit post at the end."

Go to your steam folder (e.g. C:\Program Files (x86)\Steam\SteamApps\workshop) and delete the appworkshop_255710.acf file. Do a 'verify cache' (as described in link above) again and all mods will get downloaded again."

Open up the game. Alt tab to Steam, go offline. Open up the game, exit out. Restart steam in offline mode. Go online. Open up the game. Check the mods, if you don't see any, hit F5.
