Spróbuj czegoś takiego:
Open up Steam, right click on Cities Skyline, go to settings. Disable Steam Overlay and then under Startoptions insert the following line of "code" with your Desktop resolution settings:
-width 1800 -height 800
lub takiego:
I fixed my blackscreen issue via the Nvidia Geforce experience app. I changed the settings and resolution through that app in came customisation to quite low visual settings with low resolution and launching through the geforce app rather than Steam. Might help for Nvidia users.
